In 1963, Cross received her 1st rating. She then received international rating in 1970 and permanent international rating in 1978.

She was also a rules interpreter for Section XI. In 1989, she was rated as a Category I judge, the highest category in world classification, the only judge to receive a perfect score of 50 on the written test. She was a U.S. judge at the 1992 Olympic Games in Barcelona.
